Somewhere in the mail pile, most Evansville homeowners have received it: a letter about the water and sewer lines connecting their home to the utility system. It reads like an ad — and it partly is, for an optional repair plan — but the fact underneath it is entirely real, and the utility has been stating it plainly for years: those service lines are the homeowner’s responsibility. Because the misunderstanding is that common. EWSU’s own materials note that Evansville homeowners are often under the impression these exterior lines aren’t theirs — and that as Evansville’s homes age along with the infrastructure serving them, the repairs land on owners who never saw them coming. The utility’s answer is an optional HomeServe repair plan (a share of which funds a local water-bill assistance program). Whether or not a plan is right for you, the ownership fact behind the letter is the thing to absorb.
Three things. Failures are your project: from the house to the main connection, diagnosis, repair, and cost run through you and the licensed plumbing contractor you hire. Age is your risk profile: on pre-1970s clay and Orangeburg, “if” is really “when.” Information is your leverage: a camera inspection converts an unknown liability into a known, priceable condition — before a sale, before a basement finish, or just before winter.
(1) A service-line endorsement from your own insurer — often the cheapest route; (2) the EWSU/HomeServe plan — a legitimate option, and if you carry it, it’s your first call for a covered failure; (3) self-insure knowingly — a fair choice too, made better by actually knowing your line’s condition. What doesn’t work is the fourth path most people are on by default: assuming it’s the utility’s pipe. The letters exist because it isn’t.
